Opioid abuse is a serious public health problem in Arizona and in the United States. Banner – University Health Plans wants to ensure that our providers have the tools and resources to make appropriate health care decisions for our members.

Opioid Treatment Program (OTP) Requirements
As a result of ARS 36-.2907.14, AHCCCS and its contracted health plans have implemented new standards and reporting requirements for all Opioid Treatment Programs (OTPs) receiving AHCCCS reimbursement. These new standards and reporting requirements are in addition to all State or Federal licensing and registration requirements.
As of August 27, 2019, newly established OTP sites are required to submit to and obtain AHCCCS approval for all the plans listed below along with a checklist AHCCCS approval of each plan is required prior to the provision of AHCCCS reimbursable services. If approved, the new OTP site will be required to submit an annual report containing all of the identified plans and checklist in November of each year.
Any existing AHCCCS registered OTP site is required to submit all required plans and the checklist on November 15th of each year.
Plans required from the OTPs include:
1. Detailed security plan
2. Neighborhood engagement plan
3. Comprehensive plan to demonstrate how the OTP ensures that appropriate medication-assisted standards of care are met
4. Community relations and education plan
5. Current diversion control plan

- Assists providers with questions regarding treatment of opioid overdose, withdrawal, opioid use disorder, and obtaining Naloxone.
- 24/7 hotline established as a part of Arizona's Opioid Action plan.
- Services to expand this spring to provide referrals for the general public seeking treatment resources for opioid-use disorder.
- Partnership with the Arizona Department of Health, Banner Poison and Drug Information Center in Phoenix and Arizona Poison and Drug Information Center in Tucson, through the Center for Toxicology and Pharmacology Education and Research at the University of Arizona College of Medicine-Phoenix.
- Funded by the Arizona Department of Health Services and the Arizona Health Care Cost Containment System (AHCCCS).
